yes you are correct, if you are applying it to skin then you would first need to clean the area with rubbing alcohol (70% is good).I do not recommend baby powder, instead buy some womens "setting powder". Make sure it says "translucent" on it. Well you will need a business license or street vendor license to setup. There may be more you need depending on where you live but they will be pretty straight forward, just check with a local courthouse or other local government office.As for the airbrush tattoos alone, no you do not need a special license or permit to be one!Hope this helped.
